Abstract

Frans Kaisiepo Airport is the first international airport in the Papua region with the airport management body being PT. Angkasa Pura I (Persero) and has fairly good and complete runway specifications and airport facilities. This airport is located in Biak Numfor-Papua district, where this district has regional potential that can be developed to increase the utilization of Frans Kaisiepo airport such as tourism, fisheries, industry and Biak Numfor as a place/facility for space research. This study aims to select alternative potential areas of Biak Numfor district to be developed in order to increase the utilization of Frans Kaisiepo Biak Numfor airport. In this study, the Analytical Hierarchy Process (AHP) method is used to select one alternative of the best regional potential from several existing regional potentials, with the steps in AHP being (1) Problem decomposition (2) Matrix preparation (3) Assessment/weighting to compare elements (4) Normalization (synthesis) of priorities and consistency tests and (5) Decision making/determination. Then suggestions are given for efforts to develop the selected regional potential using SWOT analysis. From the results of the priority assessment in this study, the final results obtained for the selection of alternative regional potentials that are expected to increase the use of Frans Kaisiepo airport are tourism potential which has the highest priority weight of 0.379, followed by fisheries potential with a priority weight of 0.318. Furthermore, in the third and fourth priority order, respectively, are industrial potential and space research facilities with weights of 0.169 and 0.132. From the results of the SWOT analysis, several efforts were obtained that can be made to develop the tourism potential of Biak Numfor Regency, namely: (1) Optimizing the management of existing tourism potential (2) Increasing efforts to promote regional tourism in Biak Numfor Regency (3) Increasing professional human resources to improve the performance of regional tourism in Biak Numfor Regency.
