Abstract
The establishment of the Indonesian Aviation Navigation Service Provider Institute (LPPNPI) appeared around 1999 based on the conditions of Indonesian aviation navigation services managed by several operators namely PT. Angkasa Pura I, PT. Angkasa Pura II, Technical Implementation Unit (UPT) director general of air transportation, regional government, private sector, and military. PP No.77 of 2012 also outlines the types of Aviation Navigation Services that are the obligation of the Indonesian Public Aviation Navigation Service Provider (LPPNPI), namely: air traffic services, aeronautical telecommunications services (aeronautical telecommunications services), information services aeronautical (aeronautical information service) meteorological information service (aeronautical meteorological service), search and rescue information services (search and rescue / sar). Problems experienced by the Indonesian Aviation Navigation Service Provider (LPPNPI) in regulating domestic civil, domestic military, and international flights at Yogyakarta Adisutjipto International Airport often occur when delays when the aircraft will take off or landing, thus impacting the aircraft that have the next schedule. From the above problems can be solved using Multiple Linear Regression and Pareto Diagrams with the results of processing and analysis of delay data in category IV obtained a regression equation Y = 0.499 + 0.983 X1 + 0.982 X2 + 0.934 X3 + 0.989 X4, which obtained the regression value for operations of 0.983, management 0.982, 0.934 technicians and 0.989 weather this means that the factors most closely related to flight delays in category IV are weather factors, operational factors, management factors and technician factors.
