Abstract

In Law of the Republic of Indonesia Number 1 of 2009 concerning Aviationthe fourth part of article 314 paragraph 1 which reads: "Every service providerAviation is obliged to create, implement, evaluate and perfectsustainable safety management system Safety Management Systemguided by the national aviation safety program." Besides thatalso, as recommended by ICAO in Annex 19 Safety Management Systemand ICAO Doc 9859 Safety Management Manual.This research was carried out using several internal techniquesdata collection, namely interview techniques, documentation examination, andobservation, and also the method used is gap analysis, one of the objectivesin this research is to observe the implementation of SMS andcompare the results of internal audits with external audits, external auditsis the result of direct observation of the implementation of SMSin the field. Each element of SMS performance will be assessed according to realizationimplementation with reference to the SMS elements of ICAO 9859 or those contained inKP 622 of 2015.The research results can be concluded that all the indicators inKP 622 of 2015 has been implemented at the Ground Handling Service unit of PTYogyakarta International Airport, and from 4 four componentsThe Safety Management System has a percentage value, namely, policies and objectivessafety 94%, safety risk management 89%, safety guarantee97%, and safety promotion 93%, but there is 1 one indicator that is stillat the improvement and development stage so that safety performance is effectivehas not been achieved, and is found in the safety risk management SMS componentnamely, the share of hazard identification indicators is 78%, and the number is 4indicator elements for the Under Development section and 2 indicator elements for the sectionPartially Meets with a Gap Analysis value of -0.67.
